How to Read Georgia's Residential Property Price Index
GeoStat’s Residential Property Price Index (RPPI) is useful for understanding the direction of Tbilisi’s new-build market, but it is not a valuation of a specific apartment. Use it as market context, then compare the exact district, building and unit.
01 · What the RPPI measures
The index tracks price changes in newly built residential property in Tbilisi using GeoStat’s statistical methodology. It covers apartments in multi-storey buildings and private houses, so it describes a defined market segment rather than all property in Georgia.
02 · What it does not tell you
An index cannot tell you whether one apartment is correctly priced. Floor, view, renovation, building quality, legal status, parking, layout and liquidity can create a large difference between two units in the same district.
03 · Use district data carefully
District-level price data is more useful than a citywide average, but micro-location still matters. Compare similar buildings and similar units before treating a district average as a pricing benchmark.
04 · Combine it with current market evidence
Use the RPPI together with recent comparable listings, completed transactions where available, current supply, buyer demand and financing conditions. One indicator should not determine a purchase or sale decision by itself.
